1. Toast hazelnuts in a dry skillet over medium heat until fragrant, 3–4 minutes; cool and chop. 2. In a bowl, whisk lemon zest, lemon juice, Dijon, honey, a pinch of salt, and pepper. Slowly whisk in olive oil until emulsified. 3. In a large bowl, toss fennel and apple with half the vinaigrette; let sit 5 minutes to lightly soften. 4. Add watercress and the remaining vinaigrette; toss gently to coat. Season to taste with salt and pepper. 5. Plate the salad, then finish with shaved Parmesan, chopped hazelnuts, and finely chopped fennel fronds. Serve immediately.
